The Ministry of Finance, this Tuesday, issued 15 ordinances that regulate the fixed-odd betting market in the country from 2025 onwards. Of the total documents, 14 grant definitive authorization to companies with a total of 30 bets. Another 52 CNPJs, responsible for 65 brands, are on a provisional list and will need to submit new documents.
Out of all the lists, there are four sponsors of Série A clubs, such as Esportes da Sorte and Pixbet, printed on the shirts of Corinthians and Flamengo, respectively. Esportes da Sorte reiterated its authorization obtained by Loterj and valid for five years, while Pixbet and Parimatch (from Botafogo) did not respond to the report’s contacts.
Adding provisional and definitive licenses, the total number of bets regularized as of January 1st is 95. The last list released by the federal government, on December 20th, indicated 104 CNPJs that manage, in total, 231 bets authorized to operate until the end of 2024.
In Series A, Esportes da Sorte also sponsors Bahia, Ceará and Grêmio. Still among sponsors of first division clubs, Parimatch, which appears on the shirt of current champion Botafogo, and Betvip, from Sport, were also left out.
According to the ordinance, companies must pay a grant of R$30 million to begin operating from January. Furthermore, there are rules for operators to prevent fraud, money laundering and abusive advertising. The practices were developed by the Prizes and Bets Secretariat of the Ministry of Finance and approved in Congress. One of them is that websites will have to use the “bet.br” domain.
Another 12 clubs have sponsorships from regular brands. Betano, holder of the naming rights for the Brasileirão and the Copa do Brasil, has a provisional license. Without clubs, but with partnerships with Galvão Bueno and Vini Jr, the NSX Group, responsible for Betnacional and Mr Jack Bet, is one of those that claim to have already paid the necessary grant.

Palmeiras, which has had Crefisa since 2015, plans to announce Sportingbet for the beginning of 2025. The company is regularized according to the provisional list.
Among Series A clubs, only Grêmio, Internacional, Mirassol and Red Bull Bragantino do not have bets as the clubs’ master sponsors. For now. The duo from Rio Grande do Sul will not renew their master sponsorship with Banrisul for 2025 and will take the bank’s brand to the back of their uniforms. As Estadão has already stated, clubs must close with KTO, increasing the amount paid for exposure on uniforms. The brand already has a definitive license.
Companies in the fixed-odd betting market have been the main sponsors of Brazilian football since operations were allowed in the country in 2017.

At Corinthians, Esportes da Sorte supports Memphis Depay’s R$3 million monthly salary. The company also paid part of the R$2 million that Luis Suárez received per month at Grêmio.
Superbet has a similar partnership with São Paulo. The company has been a partner of the club since the end of 2023 and contributes part of the salary that Oscar will receive upon his return to Brazil. Of the R$24 million per year, bet will pay R$12.5 million.
In a statement, Grupo Esportes da Sorte stated that it is able to operate, as authorized by Loterj, with a term of 5 years. The license was judicially ratified at the Federal Regional Court of the 1st Region (TRF-1). “In parallel, the company applied for the SPA/MF license, after complying with all legal and regulatory rites established by legislation and its respective ordinances, and awaits its approval, certain that all regulatory steps have been strictly complied with”, says an excerpt from the text.
