On December 29th, the ministry’s executive secretary, Swedenberger Barbosa, acting as interim minister, signed the release of funds to cover medium and high complexity services.
The decision occurred amid the dispute caused by the suspension of payment for amendments determined by Dino, citing a lack of transparency.
The area was one of the most affected, which led to a request from the Attorney General’s Office (AGU) for the minister to reconsider the measure.

In response to the ordinance signed by Barbosa, the Partido Novo filed a lawsuit with the STF alleging that the ministry adopted a “ruse” to circumvent Dino’s decision, replacing the amendments with budgetary resources.
The objective would be to maintain the purchase of political support from parliamentarians who sponsor the amendments.
Barbosa denies that the Executive has resorted to a maneuver. “We did everything strictly in compliance with the decisions of Minister Flávio Dino. And, when there was any doubt, we turned to the Civil House and the AGU for guidance. Therefore, the Ministry of Health is calm and confident in the decisions and ordinances published”, states the secretary.
There is no explanation in the ordinance for the criteria used to choose the benefiting states and municipalities.
The largest volumes benefited two places governed by Planalto allies: the city of Rio de Janeiro, administered by mayor Eduardo Paes (PSD), will receive R$150 million, while Bahia, whose governor is Jerônimo Rodrigues (PT), will be entitled to R$101 million.
Minas Gerais, governed by opponent Romeu Zema (Novo), received R$15 million, while Goiânia, which will be administered by Sandro Mabel (União Brasil), an ally of governor Ronaldo Caiado (União Brasil), obtained R$30 million.
