At least four people were injured in the shooting in the city of Cetinje that followed a bar fight, authorities said.
“The shooter, identified as 45-year-old Aco Martinović, killed the bar owner, the bar owner’s children and his own family members,” said Interior Minister Danilo Šaranović.
Šaranović said Martinović died while being taken to a hospital in the capital and succumbed due to the “severity of his injuries”.
The government declared three days of national mourning on Thursday, with Prime Minister Milojko Spajić describing the shooting as a “terrible tragedy”.
The public channel RTCG identified the perpetrator of the attack, describing him as someone known for erratic behavior and previous arrests for illegal possession of weapons.
In 2022, also in Cetinje, a man killed 10 people, including two children, before being shot by a passerby.
