The former secretary of Everardo Maciel criticized this Wednesday (15 January 2025) the PT government’s proposal to include data received on financial transactions in the pre-filled IRPF (Individual Income Tax) declaration.
The measure would be based on a normative instruction ( – PDF – 253 kB) published in September 2024. Operations by individuals with credit, debit or Pix cards totaling more than R$ 5,000 per month or involving companies exceeding R$ 15,000 monthly would be subject to this. The PT administration, however, and decided to take down the measure given the negative impact of the topic on the population.
According to Maciel, the normative instruction “it’s meaningless” because financial transactions are not income. “In today’s world, any word placed outside the standard, outside the guidelines, creates confusion”these.
Regarding the supervision of financial operations and their secrecy, the former head of the Tax Authority states that the Federal Revenue Service “has had the competence to do this for 24 years”mentioning .
The rule was instituted while he was in charge of the body. Everardo Maciel commanded the Federal Revenue Service from 1995 to 2002, during the presidency of (PSDB).
In general terms, he assesses that the episode shows that the Lula government had a “poor communication on a routine matter”.
RETREAT WAS “REGRETTABLE”
Former Federal Revenue Secretary from 2015 to 2019, Jorge Rachid classified the government’s retreat as “regrettable”. He further said that “the lie has more repercussions”in relation to those on the creation of tax on Pix.
“An individual who has a little knowledge in tax matters knows that it is in the National Congress that it creates and institutes taxes. It is not an infralegal rule of the Executive Branch. The truth doesn’t resonate. The lie, yes”he said. In his assessment, the proposed change in the normative instruction was “natural”.
“Technology evolves. A clear example is the following. When the Central Bank launches Drex [moeda digital] the Revenue will have to expand the scope”he declared.
For Rachid, the measure targeted tax evaders. “It’s not the worker, it’s not the informal”he declared.
