The decision aims to make the State capable of “attracting the best”. For general secretary, hear a short-list of 5 people, says Minister of the Presidency.
“We understand that there must be a review: if we want the State to function well, the State must be able to attract the best”, he said, quoted by , Antônio Leitão Amaro, at the hearing of the Parliamentary Committee on Budget, Finance and Public Administration.
“It is necessary to review the conditions of the management staff”, said the Minister of the Presidency, who guarantees that the public service leaders “have been especially harmed” over the years.
The minister was called to Parliament at the request of the Left Bloc to justify the situation regarding the failed hiring of Hélder Rosalino.
The minister says there are six different regimes for defining salaries in the State, it also explains: the regimes of director status, status of public managers, the special regime for Caixa Geral de Depósitos, the regime of regulators’ laws and the regime of special public institutes.
“This six-patch quilt deserves to be reviewed. It is part of the Government’s perspective to present to the country a proposal for review of criteria, seeking to preserve the attractiveness of management personnel”, he stated.
He once again mentioned the phrase he said to Luís Montenegro, who assured that the new general secretary of the government, Costa Neves, was ““. If wages “have changed over the last few years in the public and private sectors, those in public administration have been harmed in comparative terms”, said the minister.
Leitão Amaro also explained the selection process for the general secretary: “We approved a short-list of five people where the designated person was (Rosalino) and the person who ended up staying (Costa Neves). Everyone earned more than the table and possibly more than the Prime Minister“.
