Recife City Hall has more positions than PE Government – 26/01/2025 – Panel

The administrative reform of (PSB) approved by the City Council last week left the municipal administration with more commissioned positions than the government of Pernambuco, led by (PSDB),.

The city hall has won 423 new commissioned positions, totaling 3,555. The state government, considering the posts that came into force in January, has 3,378.

This type of position is used to accommodate political allies. Eduardo Inojosa (New), alternate councilor in Recife, criticizes the increase of commissioned positions and cites annual financial impact of R $ 69.7 million.

“In our view, these positions are job hangers, election hangers,” he criticizes. “Recife has 1.5 million inhabitants. Pernambuco has almost 10.5 million. The difference is giant. Recife City Hall has 636% more commissioned employees per inhabitant than the government,” he continues.

Sought, the Recife City Hall stated that the impact of administrative reform represents less than 1% of the recent net current of the municipality and that the new structure fits the public machine to the new demands of the city.

The note also states that personnel expense in Recife represents 41.62% of net current revenue, the lowest level in history.

“Such a picture allows a redesign for the new management (2025 – 2028), with the objective of making even more deliveries for those who live in the city in a delivery acceleration scenario and composition of new secretariats in specific areas.”

The city also cites expansion of vacancies in day care centers, health facilities and other works. “It is noteworthy that more than 3,000 effective positions have been opened in the last four years through public tenders in municipal management in the most diverse areas,” he adds.

“In this sense, administrative reform resizes the necessary labor forces for full service to public services, always expanding.”
