Minister Flávio Dino, of the Supreme Court (STF), maintained the blockade of parliamentary amendments for three NGOs (non -governmental organizations). This decision came after an audit conducted by the Comptroller General of the Union (CGU), which pointed to significant failures in the transparency of the transfers data. The audit, which examined 26 NGOs benefited by parliamentary amendments, revealed that half of them did not have adequate information, leading the minister to suspend payments until transparency requirements were met.

Since the initial decision, 12 of the affected NGOs have been able to regularize their situation, resulting in the unlocking of transfers. However, the Foundation for Support and Development to University Teaching, Research and Extension in Acre (Fundap) still faces the blockade. The CGU report also pointed out that nine other NGOs presented incomplete information, providing data from only a few amendments or previous years. Although Dino has not blocked the payments of these entities, he required additional explanations. Two NGOs, the Moriá Association and the programming the future, both located in the Federal District, did not meet the determination and, consequently, had their transfers blocked.

In response to the situation, Flávio Dino determined that all NGOs that had the unlocked transfers will pass a new CGU audit. In addition, the minister summoned a conciliation hearing between the Federal Government and the National Congress. The goal is to discuss compliance with STF decisions related to parliamentary amendments. Dino emphasized that despite the improvements observed, a lack of transparency in the execution of amendments still persists, which needs to be approached effectively.

The new meeting is scheduled to take place on February 27 and will be chaired by Minister Flávio Dino himself. This action aims to ensure that all NGOs strictly comply with the requirements of transparency and accountability, ensuring that public resources are used properly and responsible.
