Water sector associations criticize Lula’s indications to Ana

Government presented 3 names for the water agency’s management in December 2024; the indications are criticized for “breaking” the law

Entities of the Water Resources and Basic Sanitation Sector released an open letter in which they criticize recent government nominations (PT) for the board of (National Agency for Water and Basic Sanitation).

Associations state that the appointments disregard technical and legal criteria provided for in the which regulates human resources management in regulatory agencies. This is the document (PDF – 250 kb).

Lula indicated Cristiane Collet Battiston, Larissa de Oliveira Rêgo and Leonardo Góes Silva to occupy, respectively, the vacancies of Filipe Sampaio, Vitor Saback and Maurício Abijaodi.

The nominations were On December 16, 2024, through a list of 14 nominations for regulatory agencies. All indications need to go through the Senate. Here and Lista (PDF – 417 KB).

Criticism of the lack of qualification

According to the letter, the choice of directors “without proper technical support represents a setback and weakens the credibility of the institution”.

The entities say that, given the intensification of extreme climate events, water management and sanitation “requires a board with high capacity and technical qualification”.

Ana cannot be treated as a currency of political exchange. The occupation of their positions must be guided by public commitment, experience and technical competence, and not by interests unrelated to the common good, as advocated by law”The signatories say.

Internal process defense

Associations also argue that directors are chosen based on an internal consultation process carried out by (National Water Agency Association), which organized a triple list. The suggested names are:

  • Nazareno Araújo;
  • Sérgio Ayrimoraes;
  • Renata Maranhão.

APPEAL FOR CONGRESS

The associations also ask that the National Congress and the Senate Environment Commission reject indications that do not meet the technical criteria required by law.

The entities that sign the letter are:

  • Association of servers of the National Water Agency (Asaguas);
  • BRAZILIAN Groundwater Association (tabs);
  • Latin American Association of Underground Hydrology for Development (ALHSUD);
  • Coalition for permanent protection of rivers;
  • National Association of Specialist Career Servants in Environment and Special Positions Plan of the Ministry of Environment and Ibama (National Ascema);
  • Brazilian Forum of NGOs and Social Movements for the Environment and Development (FBOMS);
  • National Forum of River Basin Committees (FNCBH);
  • Observatory of Water Governance (OGA BRAZIL);
  • National Union of National Regulatory Agencies (Significances).
