European Union measures to react to the US retreat “are a positive step” but “appear too late”

António José Telo, historian of the Military Academy, believes that the measures being taken by the European Union to react to the US retreat “do not respond to the urgency of the situation” because “it is too late”. “At least of the minimums a plan of this genre should have appeared three years ago.”
