The Brazilian government, through the Minister of Justice and Public Security, , announced the conclusion of the Proposal of Amendment to the Constitution (PEC) aimed at public safety. This initiative will be sent to the National Congress to establish a unique public security system, integrating the country’s various police forces for a more effective combat to organized crime. Prior to its formal presentation, the proposal will be discussed with the presidents of the House and Senate, as well as the leaders of the ruling base. This step is crucial to defining the PEC’s strategy, which should be debated in a favorable environment, taking into account other legislative priorities that are on the agenda.

The proposed amendment brings significant changes in articles 21, 22, 23 and 24 of the Constitution, which address the skills of the Union. In addition, it modifies Article 144, which deals with public security bodies, with the intention of conferring constitutional status to the Unified Public Security System (SUSP). The proposal also provides for the inclusion of the National Public Security Fund and the Penitentiary Fund in the Constitution. Among the proposed changes, we highlight the increase in the attributions of the Federal Police and the restructuring of the Federal Highway Police, which will be called Federal Road Police. PEC also regulates the municipal guards, defining their functions and establishing that they will carry out urban policing, under the supervision of the Public Prosecution Service.
