The bulk sale dramatically reduces the use of disposable packaging, supports the circular economy and allows consumers to acquire only the amount required, avoiding waste. In addition, this model favors small producers and local commerce, creating a fairer and sustainable economy.
However, although the sector has already adopted good hygiene and food safety practices, current legislation continues to limit the sale of many bulk products such as rice, flour, olive oil and seeds. These restrictions are an unjustified obstacle that needs to be eliminated.
While countries such as France, Germany and the United States have already implemented policies for incentive for bulk sale, Portugal maintains dated regulations that prevent their full adoption.
The legislative proposal for the flexibility of this type of sale, the result of a joint work of Deco, the Zero Environmental Association, the Maria Granel store and the Zero Waste Lab movement, presented in June 2024 to political decision makers, argues that any product should be sold without packaging, except in cases properly justified for safety and public health reasons. It also advocates the obligation of spaces for bulk sale on large surfaces, as well as the availability of reusable packaging alternatives.
In March, the bulk month is the ideal time to demand changes. Consumers can press political decision makers to update the legislation and require concrete measures, such as:
- Clear and favorable regulation for bulk sale;
- Incentives for stores and small traders who adopt this model;
- Awareness campaigns to increase consumer adherence.
The appeal to action: We cannot allow unnecessary barriers to continue to limit a practice that benefits the environment, economy and consumers.
