According to investigators, ABIN was instrumentalized by a group of federal servers to illegally monitor opponents, using Israeli geolocation software Firstmile. The program allowed to track real -time mobile phones from telephone towers without judicial authorization.
Carlos Bolsonaro was also asked about a possible participation in the acquisition negotiations of the espionage system. He denied any involvement. An advisor of the councilman, who had already appeared in conversations with branch during the investigations, was also heard. She said she had not requested confidential information.
The target of a search and seizure operation in January 2024, the councilman had seized a laptop, pendrives, memory cards and other electronic devices. The content was analyzed by the Federal Police, which intends to complete the inquiry later this month.

Carlos Bolsonaro’s defense claimed that despite not having access to the inquiry records – even with two formal requests, in February 2024 and April 2025 – the parliamentarian answered the questions asked by the PF. “Even without having access to the file, the councilman collaborated by responding to all questions forwarded,” the note said.
