At the launch of an antagonistic text, the governor of Goiás states that the Federal Government project strengthens organized crime in Brazil
The governor of Goiás and presidential candidate (Union Brazil) criticized the PEC (proposal for amendment to the Constitution) of the president’s government (PT). The text went to the President of the House of Representatives (Republicans-PB), this 3rd (8.br.2025) by the Minister of Justice, Ricardo Lewandowski.
Caiado stated that the project of the petista government is a “trap” for states and strengthens organized crime in the country. “We know how to read and interpret Portuguese and, at the same time, the rules that are defined there. It was clear that the government wants to concentrate the power of the Ministry of Justice, which will impose rules.”he said during an event in Brasilia.
There is concern of opposition governors and congressmen that states will lose control of their security forces if the text is approved. The text presented to the House, however, says that such interference will not be possible.
Motta said he will give “Total priority” for the discussion of the Lula government PEC. The proposal will be sent to the CCJ (Constitution, Justice and Citizenship Commission) that will analyze whether the proposal is constitutional.
If approved, PEC goes to a special committee to analyze the merit and make amendments. Then the text goes to the Casa Baixa plenary.

Caiado’s speech took place during the inauguration ceremony of the new president of the Free Market Parliamentary Front, the deputy (PL-SC). At the event, the “Public Security Pack” defended by the bench was announced. The text, however, has not yet been presented to the House.
Here are some changes proposed ahead:
- Former detainees must present themselves to court every 6 months to prove that they have not committed crimes;
- “Rouanet Law” for ex-deputy resocialization projects;
- 2nd instance arrest for heinous crimes and linked to criminal organizations.

- Police skills
One of the government’s main points of the government is to expand the PF (Federal Police) powers to act in the states. Another is the creation of the road police, which will replace the Federal Highway Police (PRF) and will be restricted to ostensive policing on federal highways, railways and waterways.
Regarding the PF, PEC will ensure acting against environmental and practical crimes committed by criminal organizations and private militias that have interstate or international repercussions.
- Public Security Fund
Initially, President Lula’s government PEC also wanted to unify the National Public Security Fund and the Penitentiary Fund and include them in the Constitution.
At the request of the governors, the transfers will continue to be separated and “They will be shared among all members of the Federation, in accordance with the law, forbidden their contingency”.
The new wording of the proposal establishes the creation of public and autonomous ombudsmen throughout Brazil. The organs are responsible for investigating accusations, possible irregularities and the conduct of their members.
The final version the understanding of the Supreme Court (STF) on the municipal guards. According to Lewandowski, the proposal establishes the integration of all police in the country, from the PF (Federal Police) to the Municipal Guard.
In a February decision, the Court stated that municipal guards can do ostensible policing on public roads, respecting the boundaries of competences with other security forces.
