A group of 10 civil society organizations launched a manifesto this Wednesday (9.ab.2025) against the supersalaries of Brazilian civil service. The document calls for a “A fair remuneration policy, in line with the constitutional principles of morality, legality and efficiency”.
According to the text, the expenses beyond the constitutional ceiling in 2023 cost at least and were paid free from the incidence of income tax.

The group suggests 9 measures for the end of supersalaries:
- New Bill – A text that adequately classifies remuneration, compensation and other advantages eventually received;
- classifications – For indemnity funds, whose legal order allows them to exceed the ceiling, it is essential that the classification meets 3 basic criteria:
- must have a reparatory nature, reimbursing the expenses server incurred in the exercise of the civil service;
- They must be eventual and transitory, not being incorporated on monthly bases, having a limited temporal horizon, and requiring an analysis on a case by case;
- They must be expressly created by law and cannot be instituted by an administrative act.
- taxes – CORRECT APPLICATION OF INCIDENCE OF INCOME INCOME, REDUCING FISCAL ELISION AND INCREASING FEDERAL COLLECTION;
- transparency – Establishment of robust governance and transparency mechanisms, active and passive, on remuneration in the public service;

- description of funds – extinction of funds unduly classified as indemnity and the automatic transformation into remuneration;
- cascade effect – Sealing of automatic remuneration binding between subsidies of public agents, freezing the current waterfall effect;
- penalty – Framework of the payment authorization of remuneration funds above the ceiling, without express legislative support, as administrative misconduct;
- retroactive payments – Creation of a barrier mechanism, with reasonable and transparent criteria, for the payment of retroactive funds, including a temporal limit, not to allow retroactive payments to long periods.
Discussion in Congress
The bill, which deals with the subject, is being processed in Congress. But organizations say that the text as it is, has many exceptions for the payment of these supersalaries, “Legitimates inequality within the public service and worsens the current scenario”.
“The valorization of the servers is fundamental, and this goes through a remuneration policy that contemplates fair wages, compatible with their responsibilities and the results delivered to society. After all, these professionals are the main asset to ensure quality public services and policies, contributing to the strengthening of the state.”says the manifesto.
