The TCE-SP (Court of Auditors of the State of São Paulo) articulates in the creation of positions, the readjustment of salaries and the implementation of a program with bonus for those who choose voluntary retirement months before the departure of the president, Antonio Roque Citadini.
The counselor presented three complementary bills this month with proposals for administrative changes related to the Court. The texts have already been referred to the Constitution, Justice and Writing Commission, where the analysis of legal and legal aspects occurs.

In a statement, the Court of Auditors says the voluntary dismissal program will have a positive estimated financial impact. Regarding the salary adjustment and the creation of new positions, the Court speaks of valuing the servers and adequacy of salaries to the national average.
It also says that all projects are individually accompanied by the economic and financial impact required and that this assessment is made with due responsibility and transparency.
The project that establishes the encouraged retirement program aims to stimulate the voluntary retirement of the court’s effective employees. The proposal would guarantee a six -time bonus the monthly gross compensation to those who wanted to join.
The text already details that the incentive has, that is, does not enter the account of the earnings linked to retirement or interfere with the calculation of it. Therefore, the money would be paid outside the constitutional ceiling and without the incidence of income tax, social security or assistance contribution.
The TCE-SP states in a statement that it has adopted the same procedure employed in the Legislative Assembly, that the incentive will not affect the current budget and that the vacancy of positions will allow more efficient management.
Citadini would not be eligible for this proposal, which bar of the servers program that, on the date of publication of the law, would be less than 12 months from the date on which they complete the age for compulsory retirement. There is, however, an amendment authored by Deputy Eduardo Nóbrega () to suppress this stretch. Added, the creation of positions and the salary adjustment would represent an impact of R $ 29 million on the budget from June to December 2025, according to data on the proposal, already considering the 13th. In 2026, the estimated budget impact is over $ 60 million.
The text also proposes the extent of health aid to inactive servers, which would reach 1,114 people and would imply a monthly cost at $ 2.5 million, according to the court.

The last project changes the nomenclature of the technical-legal advisory to specialized procedural instruction department and provides for the creation of 50 effective external control auditor positions.
This number, says the proposal, “was determined based on careful work volume analysis and is fundamental for the optimized operation of the sector, without missing the others, either through the relocation of servers or the use of vacant positions.”
The measure would not have a budget impact by 2025, but the estimate of impact next year is $ 3.6 million.
The Court says that “the creation of Dipe aims to solve these deficiencies, providing a structure segmented by knowledge area and a multidisciplinary team, which will allow greater efficiency and an improved management model.”
The TCE-SP is responsible for accounting, financial, budgetary, operational and equity inspection of the State of São Paulo. It aims to ensure the proper and transparent use of public resources. The agency’s personnel budget for 2025 is $ 1 billion. In 2026, of R $ 1.1 billion.
