Opposition got the signatures of 29 senators and 182 deputies; Protocol should be done until the morning of Thursday (6.mai.2025)
The opposition obtained 211 to the request for the creation of the CPMI (Mixed Parliamentary Commission of Inquiry) of the INSS (National Institute of Social Security). The request was signed by 29 senators and 182 deputies.
The minimum for the request to be filed is 27 senators and 171 deputies. The deputy (PL-MT) and the Senator (Republicans-DF) were responsible for gathering the signatures.

On April 30, the deputy (PL-RO) presented the for a CPI (Parliamentary Commission of Inquiry) in the House with the same objective.
But the evaluation of opposition leaders is that CPMI may be more viable because it would involve negotiation with the president of the National Congress, (Brazil-AP), and avoid the resistance of the mayor (Republicans-PB), which would be “Much pressured”.

INVESTIGATION
The idea of the opposition is to conduct in the National Congress the investigation of the fraud. The PF launched on April 23 to investigate an INDURED DISCOUNTS DISCOUNTS AND INSS pensions.
211 search and seizure court orders and 6 temporary arrest warrants were served in the Federal District and 13 states.
According to the PF, the investigation identified the existence of irregularities related to the discounts of associative monthly payments applied to social security benefits, especially retirement and pensions, granted by the INSS.
The government reported that in 2023, the CGU (Comptroller General of the Union) began a series of findings on the increase in the number of entities and discounted values of retirees.
From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS. There were also interviews with 1,300 retirees who had discounts on the payroll.
According to the government, the CGU identified that the entities had no operational structure to provide the services they offered to the beneficiaries and that, of the interviewees, most had not authorized the discounts.
The agency identified that 70% of the 29 entities analyzed had not delivered full documentation to the INSS. In the operation, 6 people were removed from their duties. Among them, the then president of the INSS, Alessandro Stefanutto.
The repercussion of the case culminated in the Minister of Social Security, (PDT). The pedestrian was advised to leave him, on the condition that he aligned the speech that the fraud began in the government of the former president (PL) and the findings were the charge of the petista government.
