Paulista bench is the most divided in relation to the proposal; text can expand the total of congressmen from the current 513 to 527

The Chamber postponed on Monday (5.MAI.2025) the vote on the PLP (Complementary Bill) application, which redistributes the number of federal deputies. On Tuesday (6.MAI), congressmen must meet again in the plenary to try to vote the proposal.

The biggest divergence is on the São Paulo bench, which today has 70 deputies. According to Power360, with the proposal, the number of chairs intended for the state would go to 111. They argue that the change does not meet the proportionality criteria (read more in the infographic below).

“Will São Paulo be better represented? No. The proportionality is still attacked. Today the State of São Paulo is responsible for 20% of the population of Brazil, but has 10% of the representation here in the House. We pay the bill and have to be quiet. We have no power to bring our decisions to the plenary.declared Paulo Bilynskyj (PL-SP).

On the other hand, part of the deputies states that the text would increase public expense and, therefore, is against the proposal.

“The truth is that 513 are already many deputies, the population does not accept this. How much does this house cost? How much will it cost if we enter this game every time there is an increase in the population, instead of redistributing, we increase the number of deputies in this house?”said Joaquim Passarinho (PL-PA).

With the urgency approved, the text would not need to be analyzed by thematic committees. The rapporteur of the bill, deputy (União Brasil-PB), must change the text to expand the total of congressmen from the current 513 to 527.

The idea is to change the text so that the states that have had reduced populations do not suffer from the reduction of their council bench.

At the same time, the increase in the number of deputies of the states that grew up in the 2022 census would remain.

This is the defense of the mayor, Hugo Motta (Republicans-PB), because his state, Paraíba, would lose 2 vacancies in redistribution.

Originally, the project of Deputy Dani Cunha (União Brasil-RJ) changes the number of deputies per state, according to the 2022 census, but maintains a total of 513 congressmen.

The change meets the STF made in August 2023 for the National Congress to issue the complementary law that establishes the distribution of the number of federal deputies in relation to the population of each Brazilian state.

COST

Per month, it costs R $ 273,633.03. The increase of 14 deputies in Congress It would cost R $ 46.2 million to public coffersaccording to a survey of the Millenium Institute. That equivalent to 2.74% of the cost of the low house.

To the Poder360Damião said the House command does a study to verify how to contain home expenses to compensate for the impact of the increase in the number of deputies. This value is still calculated by the rapporteur.
