Clubs release manifesto and require change in CBF elections

Leagues that represent the main football teams in the country ask for change in the weight of the votes, among other claims

Libra and LFU (Liga Forte União), which represent the main clubs of the country, released this Monday (19.MAI.2025) a manifesto with claims to the CBF (Brazilian Football Confederation). One requires changes in the entity’s electoral process, with change in the weight of the votes to choose the management.

The CBF has extraordinary elections scheduled for Sunday (25.MAI), because of the removal of Ednaldo Rodrigues from the Confederation Command. Only one plate was registered, led by Samir Xaud of the Roraimense Football Federation, which should be confirmed as the next president of the entity.

Rodrigues was taken from the presidency of the CBF on Thursday (15.MAI) by determination of the Court of Rio de Janeiro, in the face of questions about the authenticity of a signature of an agreement that kept him in office. The removed manager announced on Monday (19.MAI) that he will not appeal, giving up the position. Acting, Fernando Sarney, one of the vice-presidents of the Confederation, had already summoned the extraordinary elections.

Part of the clubs rehearsed the launch of an alternative candidacy to Samir Xaud, to no avail. They put the current criterion of choosing the CBF command. To apply, a candidate needs support of at least 8 federations and 5 clubs. In the vote, the Electoral College has 27 state federations (each vote has weight 3), 20 Serie A clubs (each vote has weight 2) and 20 Serie B clubs (each vote has weight 1).

Clubs consider that they have underestimated power in the face of state federations. The two alloys representing clubs have the following composition today:

  • Libra: Atletico-MG, Bahia, Flamengo, Grêmio, Palmeiras, Red Bull Bragantino, Sao Paulo, Santos, Vitória, Paysandu, Remo, ABC, Guarani and Sampaio Corrêa.
  • Lfu: Botafogo, Corinthians, Ceará, Cruise, Fluminense, Fortaleza, International, Youth, Mirassol, Sport, Vasco, Athletic-GO, Athletic-PR, Amazonas, América-MG, Avaí, Botafogo-SP, Chapecoense, Coritiba, Criciuma, Cuiabá, CRB, Goiás, Novarizo-PR, Vila, Vila CSA, Figueirense, Ituano, Londrina, Nautical, Ponte Preta and Tombense.

The clubs entered the field for a new football in Brazil.

The future of Brazilian football is non -negotiable for us. And the Brazilian clubs are together, mobilized and aware that this moment, from another troubled election to choose the next leadership at the head of the Brazilian Football Confederation, demands actions and objective measures of transformation, transparency and modernization of our football. That’s why clubs require CBF to advance with priority and urgency at the following points:

  • Alteration of the electoral process, especially with regard to the weight of the votes;
  • Obligation to participate in clubs in all general assemblies of the
    CBF;
  • Commitment to create the league and recognition that the commercial properties of series A and B belong to clubs;
  • Change of governance rules, effectively giving executive power to the National Club Commission;
  • Professionalization of arbitration ensuring exclusive dedication of the referees of series A and B, and investment in permanent training;
  • The 2026-2030 cycle calendar needs to be approved by Libra and LFU in conjunction with CBF;
  • Promotion and financial support specially directed to series B, C and D as well as women’s football;
  • Establishment of financial fair play rules;
  • We are on the field and we will be together and united by an increasingly strong Brazilian football.

No club there is no football“.
