The initiative to create CPMI came from the right deputy Colonel Fernanda (PL-MT). She and Senator Damares Alves (Republicans-DF) were able to collect enough signatures to submit the installation request. At first, the government was against the creation of the board, but, with the advancement of the negotiations, including the signing of parliamentarians of the base, changed the posture.

Now, there are internal discussions between governors about taking command posts in the work, and the name of Deputy Tabata Amaral (PSB-SP), from Vice-President Geraldo Alckmin (PSB) party, is one of those listed to be nominated for the committee’s rapporteur. Another wing, however, argues that the plateau try to snap the presidency with another Senate representative. As the last CPI had a presidential deputy and a senator in the rapporteur, the papers must be reversed in the INSS findings.

Opposition leaders believe that the segment should be in the collegiate’s main chairs, as it was the author of the initiative.

“The tradition of the house states that yes, perhaps not the two posts (presidency and rapporteur), but one of the two,” said Senator Carlos Portinho (PL-RJ), leader of the Senate Party.

Portinho should meet later this Tuesday with the opposition leader, Senator Rogério Marinho (PL-RN), to discuss the composition of the board.

CPMI, however, is still in the embryonic phase. Even after collecting the necessary signatures, the president of the National Congress, Senator Davi Alcolumbre (Union-AP), must be read in plenary and then install the commission. Senators evaluate that it will be inevitable to alcohur to read the application, especially after the PT support in the Senate. There is pressure to make this happen at the next session of Congress at the end of the month.

The names of the board members of the collegiate table are, as a rule, voted by the participants of the CPI, but what happens in practice is that they are previously defined by agreement between parties.

The collegiate must be composed of 16 holders and 16 alternates and 16 holders and 16 alternates, with vacancies divided proportionally between the representation of the parties in Congress.

In the last CPI where there was the same type of dispute, command positions were also divided between opposition and government base, but with more neutral names. The January 8 investigation was chaired by Deputy Arthur Maia (Union-BA) and had a rapporteur of Senator Eliziane Gama (PSD-MA).
