Single candidate and virtual president of CBF from next Sunday (25), the doctor Samir Xaud is suspected of having covered ghost employees when he was Deputy Secretary of Health of Boa Vista, between May 2024 and March this year.
Xaud’s own performance in office would have been poorly active, according to people in the sector. A month after being appointed by Mayor Arthur Henrique (from MDB, even his party), Xaud joined the CBF entourage to accompany the United States Copa from June 20 to July 14.
Holder of the Health Prosecutor of the Public Prosecution Service of Roraima since 2021, prosecutor Igor Naves said that during the period when Xaud was a deputy secretary, had no institutional contact with him, nor personally or through official communications, which, he says, is uncommon. “It is a very complex administration, in which the secretary decentralizes demands for his subordinates. He never appeared, never signed, never answered craft, never did anything.”
According to Naves, usually the deputy secretaries “are super active, all from the state, municipality, are right here. When they are not here, they always respond to demands, even by email and WhatsApp, because some are urgent-if a person is in the ICU, for example.”

Earlier this year, according to the Sheetthe Health Prosecutor’s Office received an anonymous complaint that there were doctors receiving without working at the Santo Antônio Children’s Hospital, from the Municipal Network of Boa Vista.
The names of two “ghosts” were pointed out. Behind the scenes, Xaud was attributed responsibility for tolerating the practice. The prosecution has defeated the secretary, which pledged to investigate the case and ensure the replacement of unraveled hours. Shortly thereafter, both the secretary and Xaud left the folder, and no investigation was established.
Prosecutor Igor Naves said he had no information about the case.
Sought, Xaud did not answer the questions directly. Through advisors, he sent a note (“Ethical Background Certificate”) issued by the Roraima Regional Council of Medicine, according to which “nothing is in fact that it can disable the ethical-professional conduct” of the CBF presidential candidate.
The note also points out that “there is no legal or judicial impediment that prevents Samir Xaud from assuming or performing public functions or positions in associative entities”.

Xaud is a defendant, along with six other people, in an administrative misconduct action, on charges of “false launches of shifts and payments for medical services without proof of its effective realization” when he was director general of the Roraima General Hospital. According to the Public Prosecution Service, the practice caused damage of R $ 1.38 million to the treasury.
As for Xaud’s trip to the US to accompany the Copa America shortly after assuming the position of deputy secretary, former secretary Melo said he was aware and authorized the temporary shutdown.
