The Municipality Court of Auditors (TCM) on Tuesday (3) charged a series of explanations to the City Hall of () on the plan of the private initiative, which under construction.
Counselor Eduardo Tuma, rapporteur of topics linked to in court, sent a letter to the municipal secretary of the area, stipulating a period of 15 days for the management to be the model of the concession.
It asks, for example, how the system will differentiate itself from the model already in force from granting the maintenance of the CEU (unified educational centers). It also questions how will the selection of partner entities and 50 schools planned in the program and what are the deadlines.
In addition, TCM calls for information on personnel management, pedagogical aspects, the units’ performance evaluation system, the financial aspects, the city’s surveillance structure and the legal basis that underlies the model.
Tuma justifies the request citing “the relevance of such partnerships for the management of public education […] and the need for transparency and monitoring by the external control bodies “, and states that it aims to” improve understanding of the advertised initiative and compare it with the PPP model already in force “.
“The answers are required to be accompanied by relevant documentation, such as studies, analysis, technical notes, reference terms, contracts of contracts or agreements to be celebrated, selection criteria, work plans, proposed performance indicators and financial and operational control mechanisms,” the letter adds.
