Digital vehicle inspection and transfer is criticized

At the end of May, the Chamber of Deputies approved Bill 3,965/2021, which allows the use of funds raised with traffic fines to pay for the National Driver’s License (CNH) by low -income drivers registered in the Single Registry (CadÚnico).

The objective of the project is to expand access to CNH, especially for informal and young workers in search of the first job.

During the processing, one included one that authorizes the survey and transfer of ownership of vehicles fully electronically, through applications approved by Detrans. The procedure, according to the text, can be done without the physical presence of a public agent.

The amendment was approved with 214 favorable votes and 204 opposite, and now goes to presidential sanction.

Although presented as a measure of modernization, the proposal has generated criticism.

Digital security specialists warn that electronic transfer, without minimal guarantees such as strong encryption, reliable authentication and independent audit, can facilitate fraud, undue transfers and sensitive data leaks.

“It is not a question of being against digitization, but of ensuring that it is done responsibly,” says Humberto Luiz Ribeiro, a member of the Cybersecurity Council of the World Economic Forum and CEO of the epicental digital validation platform.

“The main error is to allow the use of private platforms without demand for standardization, robust encryption, reliable authentication and independent audit. This exposes the citizen to identity fraud, improper transfers and data leaks,” he warns.

Ribeiro also states that there are risks of social impacts to the extent, if sanctioned.

“Elderly people, people with low digital education or without access to safe devices would be more exposed to risks. Poorly designed digitization can expand inequalities and cause irreversible property losses,” he said.
