The final report of the investigation into “ABIN parallel” exposed attempt by the agency’s ex-number 2 at the beginning of Luiz Inacio Lula da Silva’s government to reach Federal Police Director General Andrei Rodrigues. In messages intercepted by the investigators, the then deputy director of the agency, Alessandro Moretti, asks for help to colleagues to gather information that could be used against the chief of the PF.
Moretti wanted to know if Rodrigues would be “encouraging” a strike within the institution at the end of 2023. At that time, there was a mobilization of federal police by salary readjustment.
“Someone gets me something concrete that the dwarf (possible reference to Rodrigues) is encouraging the strike,” says Moretti in the message. Then he asks for “something”, such as “message” or “speaks” of Rodrigues about the subject. At that time, Moretti was Deputy Director of Abin and the direct substitute of Luiz Fernando Corrêa, the director general of the intelligence agency.
Both were indicted for obstruction of justice because, in the understanding of the PF, trying to disrupt the advance of investigations that aimed the agency. According to the report, they acted to “make the findings unfeasible”, trying to tax it as “persecution” and contaminated by “political nature”. Wanted, Morttti and Corrêa did not speak up. Rodrigues also did not comment.
According to the PF, Moretti “sought eventual support to politically attack the director general (Andrei Rodrigues) with the government, in another indicative circumstance that classified the present investigation as politics and that in this area sought a solution.”
According to the document, the criticism was a strategy for trying to disbelief the investigations that had hitherto targeted the management in ABIN, which had ahead of the federal deputy Alexandre Ramagem (PL-RJ), appointed in charge of the agency by Jair Bolsonaro.

Another element cited by the PF to indicate Moretti’s performance against Rodrigues is an image shared by former agency director trying to associate the current PF head to Anderson Torres, former Justice Minister of Bolsonaro.
Moretti clipped a picture of an event where the two were about to show an alleged closeness between them. The image was taken at a confraterization in 2017.
“Initially there is the complete image and then versions cut until the framework placed the director general of the Federal Police Andrei Passos Rodrigues in the same framing of Anderson Gustavo Torres, former Minister of Justice of Jair Messias Bolsonaro,” says the PF report.

In the researchers’ view, this was another “demonstration of his desiderate of attacking the director general of the PF”.
Moretti was dismissed from office at ABIN in early 2024 amid the advancement of investigations. At the time, he said he was responsible for starting the internal investigation into the Firstmile tool, which was used to monitor the location of predetermined targets without the need for a court order. The allegedly irregular use of the program was revealed by Globo in 2023 and based the opening of the inquiry.
Internally, Moretti has been criticized within the Lula administration since his appointment because he was close to Anderson Torres. He was executive secretary of the Federal District Public Security Bureau in the first management of Torres, as well as director of police intelligence and information technology from the Ministry of Justice during Bolsonaro management.

Responsible for the appointment of Moretti, Luiz Fernando Corrêa, in turn, remains at the post with the endorsement of the Minister of the Civil House, Rui Costa. Corrêa was director general of the PF in the second term Lula.

In the report, the PF highlighted a dialogue in October 2023 between Alessandro Moretti and Marcelo Furtado, who held the position of director of the Department of Operations.

Access to the conversation was possible after the breach of confidentiality of Moretti, authorized by Minister Alexandre de Moraes, of the Supreme Court. According to the PF, the group’s goal was to disturb the investigations.
