The partnership between the two presidents opens an unprecedented front in the Lula 3 government, which, until then, lived with the animosity between the predecessor of Motta, (PP-AL), and Alcolumbre, (PSD-MG), and imposes risks to the executive, reissued this way.

According to reports, the initiative for the overthrow of the decree came from Motta, after conversation with few allies. When he reported his intention to one of them, he was warned to discuss the issue with alcohumbre.
On the part of the House, there is dissatisfaction with the slow payment of amendments and what they see as an attempt by the government to wear out the legislature from the speech that parliamentarians do not collaborate with public accounts.
Another justification that Motta himself gave the government base leaders, according to reports, was that Lula insists on maintaining Minister Alexandre Silveira (Minas and Energy), alcohubre disaffection.
The president of the Senate has been asking for the resignation of Silveira for months, but the government’s defeat was understood as the most acute demonstration of alcohubre strength in the face of demand.
Alcolumbre complained to senators closer than alone by the expected increase in electricity bill, while the government came out with Salvador’s image by articulating a measure to try to reduce the impact on Brazilians’ pockets.
In the analysis of the House and Senate leaders said they had built an agreement with members of the Planalto for the overthrow of articles of the text. Farm and Mines and Energy did not participate in the conversations.
Regarding the IOF, parliamentarians say that although the overthrow came from Motta, it was a joint initiative and that if I alcoble was not so dissatisfied with the executive, the mayor would not have gone on.

“He [Alcolumbre]for solidarity with the mayor, he said he was going to vote. But it must have made a combination that I did not participate. David’s combination with Hugo belongs to them both. I don’t know what it was. There is a solidarity between the two, “said the Senate government leader (PT-BA) after the session in which he defeated.
After the project’s approval, Alcolumbre gave a speech in which he criticized the measure and lack of government dialogue, praised Motta and stressed that the defeat of the executive was “built to several hands”.
“Recognizing the role of Senate leaders, who understood the importance of symbolically deliberating this decree, even though it is, yes, a defeat to the government, but it was built to several hands, because the House gave a significant vote, the Senate, in an agreement, would also give an expressive vote,” he said.
During the two years he dealt with Lira and Pacheco, Lula only witnessed some “solidarity” between the two presidents in the defense of parliamentary amendments or in the vote of projects that were of interest to the federal government itself ,.
At the end of 2023, after a fast, Pacheco said he and Lira had no personal problem, but amended, “Among the presidents of the houses because it decreases the parliament.”
