Who is entitled to a complementary allowance
The complementary allowance is granted to persons authorized to a social pension, who simultaneously meet an additional condition – they have a certificate of total incapacity for work and for independent existence. The supplement is aimed at supplementing the social pension to the minimum level necessary for life.

How to get a complementary allowance
According to the new law The complementary allowance is granted at the request of the person applying for this supplement or its legal representative. It can also be submitted by another person, head of the Social Welfare Center or the director of the Social Services Center – acting with the consent of the authorized person or his legal representative.
People who have the right to a social pension on January 1, 2025 and are completely unable to work, but do not have a decision on the inability to exist independentlythey must submit an application for the supplementary supplement to the EDD-SOC print. The application is available on the ZUS.PL website and in every ZUS facility.
Required data in the application
The application for a complementary allowance must contain the data of the applicant for the add -on:
- name and surname
- date of birth
- PESEL number (or in the absence of it – the series and ID number or passport number)
- address of the place of residence
- address of the place of stay or last place of residence (in the case of a person without the address of the place of residence)
- Correspondence address (if it differs from the address of the place of residence) signature
Required documents
The application should be accompanied by:
- Certificate (on the OL-9 print) on the state of health issued by a treatment doctor not earlier than a month before the date of submission of the application
- held medical documentation on the course of treatment
People who submit an application for a complementary allowance will be granted from the month of submitting the application, but not earlier than from January 1, 2025.
Important! Persons receiving social pension and supplementary benefit for people unable to exist independently will lose the right to a supplementary benefit when the right to the complementary allowance.

Granting a complementary allowance is ex officiowithout having to submit an application, a person receiving a social pension, which on the day of entry into force of the Act (January 1, 2025) has the inability to exist independently.
The Social Insurance Institution will provide such a person with information about the granting of a complementary allowance, and will also provide this information on his information profile in the ZUS ICT system. Persons who will grant a complementary supplement will receive the equalization of this supplement from January 1, 2025.
The height of the complementary allowance
After annual valorisation from March 1 The amount of this supplement increased to PLN 2,610.72 gross. The complement supplement for the first time was paid in May 2025 with equalization from January. The complementary allowance is paid together with a social pension. If the social pension is reduced, the complementary allowance will also be reduced.
Taxation and contributions
Social pension with a complementary allowance is subject to personal income tax and subject to health insurance contribution on general principles in force for pension benefits. Therefore, before the payment of ZUS, it deducts from the gross amount of the allowance of 12 percent. Advances for PIT tax and 9 percent health contributions.
Net completion of the complementary allowance
- For January and February 2025: gross amount PLN 2520 – PLN 302.4 PIT advance payment – PLN 226.8 Health contribution = 1990.80 PLN net (for payment).
- For March 2025 and subsequent months by February 2026: gross amount PLN 2610.72 – PLN 313.29 PIT advance payment – PLN 234.96 Health contribution = PLN 2062.47 net (for payment).
When the complementary allowance is suspended or reduced

In the event of a convergence The amount of social pension will be reduced so that the total sum of both benefits does not exceed 300 percent. the lowest pensionyz the title of total incapacity for work (currently it is PLN 5,636.73 gross).
The amount of reduced social pension cannot be lower than 10 percent. the lowest pension due to total incapacity for work, i.e. PLN 187.89.
In the event of a reduction in a social pension due to the convergence of entitlements with the entitlement to a survivor’s pension or a cash benefit granted to family members of officers or professional soldiers (whose death occurred in connection with the service or taking the activities of saving human life or health or property outside the service), the amount of the complementary allowance is reduced by the same percentage that the social pension was reduced.
Exceeding the income thresholds
If the right to a social pension is reduced or suspended as a result exceeding specific income thresholds (70 percent or 130 % of the average monthly salary), the complementary allowance will also be reduced or suspended.
Equalization of benefits
In the case of payment of the complementary allowance with the compensation of a person whose supplementary benefit was paid for the compensation period, the complementary allowance will be paid after deducting the amount of the supplementary benefit paid.
Important! If the amount of survivor’s pension will exceed 300 percent the lowest pension due to total incapacity for work, both a social pension and a complementary allowance they will not be entitled.
