After sanctioning the LDO (Budgetary Guidelines Law) to 2026, the mayor of, () says that the relationship with the legislature is quiet.

The mayor’s attitude displeased even councilors of the base. Author of two proposals, Janaína Paschoal (PP) called the bad vetoes.
“First, LDO itself already gives the Mayor autonomy to open supplementary credits, without the approval of the Chamber. Secondly, because the little participation of the councilors occurred precisely through the amendments that were vetoed,” said the councilwoman.
She tried to build the construction of a Perus hospital and the purchase of 40,000 cameras for the Sampa program.
Among the 127 items vetoed are the construction of hospitals, CEU Pedreira, sports equipment, 5,000 houses to relocate families residing in flooding areas in Jardim Pantanal, UBS (Basic Health Units) and UPAs (Emergency Care Unit), as well as the renovation of HSPM (Municipal Server Hospital) and the implementation of municipal public university.
In a letter to the mayor, Ricardo Teixeira (União Brasil), Nunes justified the vetoes according to the demonstration of the technical area of Seplan (Secretariat of Planning and Efficiency).
“The inclusion of this extensive list of specific actions is not compatible with the purpose of the Budgetary Guidelines Law (LDO), which must establish the general guidelines for the elaboration of the Annual Budget Law (LOA), and not detail concrete government actions,” said the mayor.
“By imposing the holding of punctual initiatives, many of them already in evaluation or execution by the executive, the devices end up limiting the autonomy of the administration in the definition and the adjustment of public policies according to real priorities and the availability of resources,” he continued.
The mayor also stated in the letter that the 127 new shares do not have ‘any financial sizing’, thus compromising budget viability and fiscal planning for 2026.
