Proposal exempts inputs, reagents and equipment used in cancer research, such as vaccines and therapies
A bill presented in the Senate Zerra Import Tax for medicines, inputs, devices and equipment necessary for cancer research. The PL intends to meet the country’s demand for products with little national production.
Senator Dr. Eudócia (PL-AL), author of the bill, argues that the proposal makes the acquisition of materials needed for cancer research less costly, contributing to ensure new treatments, as well as improving existing ones.
“Through carefully controlled scientific studies, it is possible to develop new drugs, therapies and diagnostic approaches to improve quality of life and increase patient cure chances”.says.
The congressman also states that, in Brazil, clinical oncology researchers cite the lack of adequate infrastructure and logistics as one of the main obstacles in the area of clinical research, with high tax burden being one of the factors that contribute to the problem.
The facilitation of access to inputs was defended by experts who participated in the Senate Plenary in the Senate Plenary, who discussed the advancement of research related to the cancer vaccine.
Measures
The project includes in laws on import tax exemption (laws and, 1990) the commercialization of materials essential to basic, experimental, clinical and translational research (which applies scientific discoveries to generate products such as vaccines and drugs). Among these materials are:
- chemical reactive;
- laboratory materials;
- Cell therapy products;
- biological resources;
- data analysis tools.
In addition, the text states that products will not be subject to the annual global limit on imports of goods for scientific and technological research.
The proposal also establishes that the Executive Branch will estimate the amount of the tax waiver and will include the calculation report in the PLOA (Annual Budget Bill).
