Shortly after the Nazis’ seizure of power, in August 1938, Alois Maier-Kaibitsch, head of the “Volksständstelle” of the Gaus Carinthia, commissioned a study: Three German-national Carinthian scientists around Herbert Paschinger should search for a community to identify “National Slovenen”. German nationals-which were also flushed by the Nazi regime in state power positions-referred to with this term Slovenian-speaking Carinthian, who were not willing to subordinate or German. They were considered “foreign population”, as enemies.
