The mayor, Hugo Motta (Republicans-PB), met early Wednesday night with the governor of São Paulo, Tarcísio de Freitas (Republicans-SP), and with the president of PP, Senator Ciro Nogueira (PI), and Republicans, Deputy Marcos Pereira (SP). The four continued negotiations to advance the Amnesty Bill on January 8, which has the potential to benefit former President Jair Bolsonaro.

The meeting also served for a political assessment of the current moment and on how the trial of the Supreme Court (STF) of the coup plot, of which Bolsonaro is targeted, will affect the national conjuncture.

After the meeting, Motta went to a dinner in Brasilia with allies, which was attended by Marcos Pereira, who also articulated in favor of amnesty. In turn, Tarcisio returned to Sao Paulo, where he received, at the Bandeirantes Palace, the leader of the PL in the House, Sostenes Cavalcante (RJ), and Pastor Silas Malafaia, from the Assembly of God Victory in Christ, one of Bolsonaro’s main allies and also one of the main articulators of amnesty.

The tendency is for the subject to gain strength at the next meeting of the House leaders, scheduled for next week. Deputies say Hugo Motta said he will need to get the theme from the front and that he will inevitably have to be discussed by the house.

The governor’s presence on the board reverberates directly on political conversations. The evaluation of PP, União Brasil, Republicans and PL chiefs, with partial adhesions in PSD and MDB, is that the amnesty’s agenda began to express the formation of an opposition electoral coalition to 2026. This arrangement – still in consolidation – has two goals: viable nationally, with the explicit endorsement of Bolsonaro, and unify the block around a common congressional agenda.

The idea is that Tarcisio needs to use his political weight as governor of Sao Paulo to approve the proposal and show Bolsonaro that it is viable to be the representative of the right in the 2026 presidential election. Centrão party members, especially Ciro Nogueira and PL president Valdemar Costa Neto, try to endorse the former president to soon be appointed as a candidate.

Bolsonaro is ineligible for attacks on the electronic ballot box and may be sentenced to prison in the case of the coup plot. Boconists want an amnesty that recovers eligibility and prevents conviction, but the content, however, is still in dispute.

Center leaders work a smaller version that keeps out of the project the ineligibility of the former president.

Tarcisio’s support also brings the endorsement of PSD presidents Gilberto Kassab and Republicans, Marcos Pereira, in the view of party leaders involved in the joints. The two party heads are directly involved in the pressure to guide the text, even though interlocutors do not yet commit to the merits of the initiative, with the defense that an agreement on the content still needs to be adjusted.

In turn, the presidents of the PP, União Brasil, Antonio Rueda, besides the Bolsonaro PL himself have pressed to guide the initiative and approve a broad reach text that at least prevents the condemnation of Bolsonaro in the case of the coup plot.
