Advisor held for 51 days Fraud Report in the INSS – 15/09/2025 – Panel

Crafts and information available in the government’s procedural research system show that an internal control advisor was 51 days without internal referral to the preliminary report of the (Comptroller General of the Union) about.

On July 30, 2024, CGU’s Social Security and Benefit Audit Director, Eliane Viegas Mota, sent Claudio Azevedo Costa, then special internal control advisor to the Ministry of Social Security, the document that brought interviews with retired and showing irregularities in the discounts of associative contributions in the INSS payroll.

The letter cited the results of the work done by the board “involving the evaluation of control mechanisms related to the discounts of associative contributions in the INSS payroll, specifically in what concerns interviews conducted with beneficiaries.”

“Thus, I send the preliminary report for knowledge and to evaluate the referrals to be made within the Ministry of Social Security,” said Viegas at the time.

On July 15, 2025, a letter signed by Costa reported that the report was referred to the General Social Security Regime Secretariat, without citing when. According to the procedural research system, the order cited in the letter was sent on September 19, 2024 to the Secretariat.

The panel found that this delay was one of the factors that led social security to dispense with the special advisor, who returned to CGU, his home organ. The dismissal was published in the Official Gazette of September 3 this year.

It caused particular irritation to the dome of the portfolio the fact that, in addition to taking almost two months, the report was also sent to the Secretariat of the General Regime, rather than the then Minister of Social Security, Carlos Lupi, and without the urgency that the theme demands.

The column sought the CGU to find out if Costa would like to comment. In response, the agency stated that “questions concern actions within the Ministry of Social Security, related to internal flows and decisions of the agency”. “Thus, it is suggested that the questions will be directed to MPs,” he wrote. Social Security declined to comment.
