The House of Representatives approved in two shifts, a proposal that expands the legal protections of parliamentarians. The approval of the proposal was favored by the government’s ambiguous stance, which released its base to. Even with the PT guiding the measure, 12 petist deputies voted in favor in the first round, and 10 in the second round.

The articulation for PEC approval involved different layers of the National Congress, with special protagonism of the center parties. The proposal generated questions about its receptivity to public opinion, as its benefits are directed to the parliamentarians themselves, not to voters.
