The president of,, said on Wednesday (17/9), shortly after the approval of the urgency, that “Brazil needs pacification”. The phrase was said during speech to parliamentarians.
“Brazil needs pacification. It is not about erasing the past, but allowing the present to be reconciled and the future built on dialogue and respect. There are urgent themes ahead and the country needs to walk,” Motta said during the speech.
After opposition pressure in recent weeks, Motta decided to guide the urgency of the amnesty PL on Wednesday, even if there is no final text or exact delimitation of the scope of forgiveness. To start the theme, he chose to guide a bill filed by Deputy Marcelo Crivella (Republicans-RJ) in 2023.
The text proposes the forgiveness of demonstrations of demonstrations since October 30, 2022, dated the second round of the elections, which would contemplate the prisoners of 8 January, but excludes, so far, former President Jair Bolsonaro (PL) and seven others convicted of the attempted coup-points that should be suggested by the opposition, according to the proposal.
The mayor also highlighted, in the speech, the role of the house in the discussion about what happened on January 8:
“We have different views and divergent interests about the events of January 8, 2023. It is in the plenary that ideas face each other, divergences meet and democracy pulsates in full force. As mayor, my mission is to lead this debate with balance, respecting the Internal Regulations and the College of Leaders,” he said.

Sovereign plenary
Motta’s speech was made less than a week after the trial in the first class of the Federal Supreme Court (), which condemned the crucial core of the coup plot. “Brazil needs pacification. It is up to the plenary, sovereign, decide. The plenary is the heart of the Republic,” he stressed at another time of speech.
The defense of the Chamber as a sovereign space to decide on the undemocratic acts of 8 January contrast with a speech by the STF minister still at the opening of the defendants’ trial by the coup plot.
“History teaches us that impunity, omission and cowardice are not options for pacification, because the seemingly easier path, which is impunity, which is that of omission, leaves traumatic scars in society,” said Moraes.
In addition to adding that there will still be an indication of a rapporteur for the text of the proposal about the amnesty, Motta has placed himself as someone who does not own “absolute truths.” “A mayor cannot owner of theses or absolute truths. Whenever someone has declared themselves owner of the truth, the country has lost.”

The approval of the urgency in the amnesty project means that the text can be voted directly in the plenary, without undergoing thematic committees, and being fully altered. The score was 311 in favor, 163 against, and there were still 7 abstentions.
According to the Crivella’s base text, “all those who participated in demonstrations with political and/or electoral motivation are amnesty, or supported them by any means, including contributions, donations, logistics support, services or publications on social media and platforms, between October 30, 2022 and the date of entry into force of this Law”.
There is not yet a date for the proposal to go to the plenary.
