Climate Observatory states that 80% Amendments inserted in provisional measure of the “alcohumbre amendment” circumvent Lula’s decision
He published this Thursday (18.Set.2025) a note that says Congress has submitted amendments to the Provisional Measure to reverse the President (PT) to the project that reformulated environmental licensing laws. Read the document (PDF – 560 KB).
The MP deals with the so -called “alcohumbre amendment”, which creates LAE (Special Environmental Licensing). This device is authored by the president of the Senate, (Brazil-AP Union). According to the Climate Observatory, out of 833 amendments mapped by the organization, 616 reintroduce provisions vetoed in the General Law of Environmental Licensing ().
The Climate Observatory also cataloged the amendments such as advances, setbacks and jabutis – ears without relation to the original text. Here’s the results:
- 95 advance (11.4%);
- 670 setback (80.4%);
- 616 reintroduce vetoed devices (74%);
- 31 are jabutis (3.7%).
The survey says that 30% of the amendments that reintroduce vetoed devices by Lula were presented by congressmen from the PL (Liberal Party).
