Strengthening the readiness of the common European defense and strengthening the support for it, the two main issues that European leaders will discuss in the informal European Council to be held in Copenhagen on October 1st.
In his letter to leaders, the President of the European Council refers to recent airspace violations from Russia to Poland and Romania, stressing that “they are a clear reminder that we must accelerate and deepen our efforts”. He points out the contribution of joint financial tools, such as.
Mr Costa sets specific steps that will be discussed at the informal Copenhagen Council of “building a common understanding” for “achieving the goal of defense preparedness by 2030”.
The Council’s Agenda
European leaders will discuss three axes related to the “road map” for the ongoing defense and is being implemented by the High Representative of Kaya Kalas.
First, leaders will discuss how they can deliver faster, that is, “how can we speed up the common development of potential? This includes the optimal use of the country leader for priority projects within a coherent overall strategy, “as he says in his letter.
Secondly, it is the support of the Member States located in the eastern wing facing increased threats.
Finally, it is the parameter of governance and, as he explains, “to ensure effective political supervision and coordination – in particular for the monitoring of lack of opportunities and evaluating progress”. At the same time, it raises the question of how the role of the Ministers’ Defense could be strengthened in this direction.
As Antonio Costa states in his letter, “EU leaders will discuss how to further enhance our support for Ukraine and achieve a fair and lasting peace.” He stressed that the “official directions” on the two issues, defense and Ukraine would be given to the European Council of Leaders at the end of October in Brussels.
