The PL, the main party of former President Jair Bolsonaro, already prepares his strategy to confront the report of Deputy Paulinho da Força (Solidarity-SP) about the bill of the so-called “dosimetry”, a new name given to the amnesty PL.
The caption argues that Congress should not assume the initiative to reduce the penalties of the convicts of the acts of 8 January, transferring this responsibility to the Supreme Federal Court (STF).
“The PL never voted for penalty reduction. This is not part of our history, or our ideological concept. It would be opportunism to start now,” he told the UOL The party leader in the House, Sostenes Cavalcante (PL-RJ).
STF as a path
The deputy admits that there may be room to review convictions considered harsh, but insists that the proper way would be a reevaluation by the judiciary. “If the Supreme wants to recognize that he made a mistake and gave very hard penalties, he who does it. Dosimetry is not up to the legislature,” he said.
In the PL evaluation, the sentence review by Congress would create legal insecurity, as many defendants have already fulfilled enough time for regime progression.
“If they have a reduction now, they will have to be compensated or repaired by the state. There is only one instrument that resolves to all: Amnesty for those who have served unfairly,” Distenes argued.

Resistance to “dosimetry”
The proposal reported by Paulinho da Força has been articulated with Michel Temer’s endorsement and had a prior consultation with STF ministers Gilmar Mendes and Alexandre de Moraes, who see room for the revision of feathers as an intermediate exit in the face of the impasse on broad amnesty.
For the PL, however, any flexibility will only have legitimacy if it is built within the Supreme itself. The party fears that an agreement in the legislature is interpreted as a partial concession and weaken the pressure for a complete amnesty, a flag defended by former President Jair Bolsonaro.
Sostenes Cavalcante is expected to meet on Monday with the rapporteur Paulinho da Força to discuss the text before taking the position of the bench directly to Jair Bolsonaro.

Signaling is clear: the PL will not accept a solution that reduces penalties only in part of the cases, preferring to keep the political clash around the total amnesty.
