Gesture in demonstration on Paulista Avenue opposes the protest of Bolsonaro supporters on September 7
Protesters opposed to amnesty and the PEC of Armagem took this Sunday (21.Set.2025) to Paulista Avenue, central São Paulo, a large flag of Brazil.
The gesture is opposed to the protest held at the same place on September 7 by supporters of former President Jair Bolsonaro (PL), who extended a large US flag.
The central mothers of this Sunday’s acts (21.Set) in Brazil are the fight against the bill that can forgive or reduce penalties of convicts for attempted coup and also the PEC that protects congressmen from criminal proceedings.
The issue of national sovereignty, because of the tariffs and sanctions of the Donald Trump government (Republican Party) against Brazil, was also remembered by the leftist protesters.
At the right hand on September 7, Trump and the US were celebrated because they defend forgiveness to Bolsonaro and others.

Chamber Measures
On Tuesday (16.SET.2025), the House of Representatives approved the PEC (Proposal for Amendment to the Constitution) No. 3 of 2021, nicknamed PEC of the armor. The measure allows deputies and senators to be arrested only in the act for unenforceable crimes provided for in the Constitution, such as racism and terrorism. Even in the act, maintaining prison or investigation depends on the decision of the house within 24 hours.
The proposal also establishes that a deputy or senator can only be prosecuted during the mandate if colleagues approve. The text also expands the privileged forum in the Supreme Court (STF) for national presidents with representation in Congress. The bill still needs Senate approval to come into force.
On Wednesday (17.Set.2025), the House approved the urgency of the PL (Bill) of the amnesty, which seeks to forgive crimes of convicted for attempted coup and the invasion of the buildings of the three powers on January 8. With the urgency, the project can go straight to the plenary, without undergoing commissions. The bill needs to go through the House and Senate plenary. President Luiz Inacio Lula da Silva (PT) can also veto him.
Shielding Situation
The Senate Constitution and Justice Commission defined on Friday (19.Set.2025) Senator Alessandro Vieira (MDB-SE) as a rapporteur of PEC . The congressman has already positioned himself against the proposal and said he will recommend his rejection.

The president of the CCJ, (PSD-BA), also spoke out against the measure. He classified PEC as a setback for democracy and transparency. “I expressed my opposite position and I believe it will not find approval in the CCJ ”.
MDB’s leadership, one of the Senate’s biggest benches, issued an official note stating that the proposal represents “Absolute Impunity” e “Mina equality before the law”.
Amnesty situation
Already the bill of amnesty has as rapporteur the deputy Paulinho da Força (Solidarity-SP). The congressman has already signaled that he should not present a text to forgive those convicted of coup attempted, including Bolsonaro. Paulinho, however, evaluates proposing the reduction of penalties.
Bolsonaro, for example, was sentenced to 27 years and 3 months in prison. The former president has been under house arrest since August 4, wearing an electronic anklet. This is not the serving of the penalty. The PL politician was the subject of a precautionary measure of the Supreme Court (Supreme Court), on suspicion of trying to obstruct the trial in which he was convicted.
For STF Minister Alexandre de Moraes, Bolsonaro tried to obstruct the trial through his son Eduardo Bolsonaro (PL-SP), a federal deputy who has been in the United States since February doing lobbying for sanctions against Brazilian authorities to prevent his father’s punishment.
Donald Trump government has already imposed 50% rates for Brazilian products on the grounds that ally Bolsonaro suffers a “Witch Hunt”. Trump even asked the former president’s trial to be interrupted “immediately”.
The Supreme Court, however, continued the case and condemned Bolsonaro and 7 other defendants for coup attempt, in a decision given on September 11. There is still a possibility of funds in the court itself, before the penalties begin to be met.
