Senate President David Alcolumbre (Union-AP) ordered on Wednesday (24) the filing of the PEC of the armor, a proposal that expanded the protection of parliamentarians before the court.
The decision came after the Constitution and Justice Commission (CCJ) reject the text unanimously, which makes it impossible to present an appeal to take it to the Plenary.
“There is nothing to clarify. This presidency determines its filing, without deliberation of plenary,” said Alcolumbre.

A last week, but faced a strong reaction on the streets and between senators. In just one week, rapporteur Alessandro Vieira (MDB-SE) led the theme to the CCJ vote, classifying the measure as a “fatal blow to the legitimacy of Congress”.
According to him, the text “would open the doors for the transformation of the legislature into safe shelter for criminals of all kinds.”

Among the most criticized points were:
• The requirement to endorse the congress, in secret vote, to open criminal proceedings against parliamentarians;
• The expansion of the privileged forum to national party presidents;
• The forecast of secret voting also to authorize arrests in the act of deputies and senators.

The unanimous rejection of the CCJ sealed the fate of the proposal. By the internal rules of the Senate, only a divided vote would allow the subject to be submitted to the main plenary.
“We fulfilled what the regiment dictates, without run over, without said-being, without inventions. The Senators of the CCJ have faced the matter with courage and haughtiness, and that is what is up to us as legislators,” said Alcolumbre.
The decision marks a victory for social movements and civil society entities that, since the approval of the PEC in the House, intensified the protests against what they called at an attempt to create a “shield of impunity” for politicians.
