A proposal presented by the College of Presidents of the Sectionals of (Brazilian Bar Association) may change the management of an entity that brings together economic and political power in the category.
The proposal, which is being confidential, establishes changes in the financial and administrative autonomy of the attorneys’ assistance box. The agency is responsible for managing benefits, such as health insurance, to those who have their annuity up to date.

It foresees, among other aspects, that it will be up to the state boards in advance to approve the budget and plan of positions and salaries of the boxes.
The presidents of the boxes and their sectional directions are elected within the same plate in the disputes for the command of the entity in each state.
For critics, the measure seeks to intervene in a unit that is financially independent in many states and brings together political power because it is well evaluated by lawyers. They also claim that the measure would be illegal, breaking the statute of law.
The legislation provides that the assistance boxes have their own legal personality and that the respective state sectional councils could only intervene in the agency in case of non -compliance with their purposes.
Sought by advisory since the morning of last Thursday (25), the OAB Federal Council did not refer a response until the publication of the report.
The president of the Minas Gerais Lawyers Assistance Box (CAA-MG), Ângela Botelho, says she and other state presidents of the agency were not consulted about the change and also criticizes that the process is confidential.
She also says that sectional councils play a political-institutional role and would not be for them intervention in the boxes, which act more carefully.

In Minas Gerais, Caixa has an annual revenue of about R $ 200 million, the main source of income being revenue with the health insurance agreement. OAB’s current president in the state, Gustavo Chalfun, was president of Caixa in the previous management.
