The federal deputy presented a new project in order to establish clear guidelines for the donation of the Union’s movable property to foreign governments. Currently, the donation of union assets to other countries occurs punctually, usually through bills sent by the Executive Power to . However, this practice often lacks a detailed technical analysis and a robust justification on the public interest involved. With the proposal, Donato wants these donations to be accompanied by a technical and strategic justification, as well as prior consultation with public bodies and entities to ensure that there is no need or interest in the goods on the inside.
Among the main points of the project are:
1. Legislative authorization: The donation of the Union’s movable property will depend on specific authorization from the National Congress.
2. Technical justification: The executive branch must present a detailed justification with information on the state of conservation and the logistics costs of the donation.
3. Prior consultation: The proposal requires that the responsible body proves the lack of interest in the property, through consultation with other public administration bodies.
4. DISCLOSURE OF INFORMATION: All information related to the donation must be disclosed to an official portal before submitting the request to Congress.
5. DONATION INSTRUMENT: The formalization of donations shall occur through an instrument that includes final destination clauses and responsibilities of the grantee.
The deputy argues to the young Pan News that the proposal is not intended to make international solidarity difficult, but to ensure that each donation is made based on a robust technical analysis and with wide advertising. “It is essential that no value of value is transferred abroad without the certainty that it would not serve, rather, to the internal public interest,” said Donato.
The initiative arises in response to public questions about the allocation of goods that could be reused by federal or state agencies. THE It had already highlighted the importance of giving wide advertising to the procedures for undoing assets and promoting consultations to public entities before such decisions.
The proposal is expected to bring a significant advance in terms of fiscal responsibility and administrative efficiency, strengthening social and parliamentary control over public property management.
