Request for a loan to cover a R$20 billion shortfall motivates initiative; application has 125 of the 171 required signatures

Opposition deputies (PL-SC), (PL-SP) e (PL-RS) reopened the collection of signatures for the creation of the CPI (Parliamentary Commission of Inquiry) for Correios, with the aim of investigating possible irregularities in the management of the state-owned company.

The initiative was motivated by made by the company’s president, Emmanoel Schmidt Rondon, on Wednesday (October 15, 2025). Rondon said he will take out a loan of R$20 billion with a guarantee from the Union to cover the deficit in Correios’ accounts.

According to Rondon, credit negotiations are guaranteed by the Union to obtain lower costs and longer terms. He stated that the operation is essential to give momentum to the implementation of changes at the state-owned company, which recorded a loss of R$4.4 billion in the 1st half of 2025. Last year, the loss was R$2.6 billion – a value that was already 4 times greater than that of 2023.

The application had 125 signatures out of the 171 required for the installation of the CPI on Thursday afternoon (Oct 16). The proposal seeks to investigate the causes of Correios’ financial imbalance, the regularity of the company’s contracts and compliance with the State Law, especially with regard to governance and management transparency.

According to Zé Trovão, the loan request is a “alert” on the real financial situation of Correios: “We are talking about a strategic company for Brazil, which cannot depend on help from the Treasury to continue operating. The Correios CPI is necessary to determine responsibilities and ensure transparency about what is happening within the state-owned company”these.
