Anac says it will support Congress in a project that limits baggage charges

The president of Anac (National Civil Aviation Agency), Tiago Faierstein, stated this Thursday (16) that he will support the National Congress in the construction of a PL (Bill) that limits airlines’ charges for hand luggage. The head of the agency highlighted that the objective is to harmonize the interests of society, airlines and Congress.

“Anac is sensitive to Congress’s request, which is society’s request not to generate a greater burden for consumers, said Faierstein. The statement came after the president of the Chamber, Hugo Motta (Republicanos-PB), stated that he will guide the urgency of a project that limits the charge for hand luggage.

PL 5041/2025, authored by deputy Da Vitória (PP-ES), aims to ensure that air passengers can take hand luggage and a personal item on domestic and international flights operated within the national territory, without additional costs.

The debate over charging new fares began after companies reduced the prices of international tickets, however, adding a new fee for carry-on luggage that cannot be stored below the seat in front.

Currently, Anac already establishes the passenger’s right to carry up to 10 kg of hand luggage, but does not completely prohibit any extra cost. According to the agency, a new regulation should include all companies operating in Brazil, including foreign ones.

“At the end of the day, what Congress wants, what President Hugo Motta wants, what the author of the project wants and what all deputies want is a reduction in the cost of air tickets, and not an additional burden on the population. And we, as Anac, are sensitive to this and will work towards it”, added the president.

Faierstein also informed that he carried out a consultation with companies about the new tariffs. In addition, the agency will carry out a technical study to support parliamentarians in formulating the project.

“The idea is for Anac to serve as a technical body to generate subsidies for Congress. We will try to carry out as robust a study as possible to help them construct the bill in a way that keeps the cost lower, but without harming market competitiveness”, he declared.

The head of Anac highlighted that he spoke with the author of the project and president of the Chamber to align the objectives of the proposal.

“President Hugo Mota opened this channel of dialogue with Anac so that we can build a solution. What Congress wants and we are sensitive to this is to reduce the cost of air tickets and not create an additional burden for the population.”
