Chamber Committee summons Camilo Santana for Medicine vacancies for the MST

The Agriculture Committee of the Chamber of Deputies approved this Thursday (16) the summons of the Minister of Education, to provide clarifications on the creation of a Medicine course at the Federal University of Pernambuco (UFPE), in Caruaru, which reserved 80 exclusive places for members of and settlers of the agrarian reform.

The request, authored by the deputy Rodolfo Nogueira (PL-MS), classifies the measure as “discriminatory” and contrary to the principles of equality and legality provided for in the Federal Constitution. The parliamentarian stated that the university’s decision is “total and illegal nonsense”, arguing that Pronera (National Program for Education in Agrarian Reform) is not included in the current quota policies.

According to Nogueira, the measure “violates the rights of other students who could compete for places under equal conditions” and defended that the minister be heard “to prevent this absurdity that the University of Caruaru did”. In contrast, deputy Bongás (PT-RS), a government ally, criticized the call and defended university autonomy. “There is no reason to call the minister, because universities have the right to sign agreements within their autonomy. What the institution made was an agreement with Incra”, he stated. The parliamentarian also informed that he presented an appeal to the Board of Directors of the Chamber against the summons.

The case sparked debate about the legality of reserving vacancies. Lawyer Luís Augusto Durso, in an interview with the Frente a Frente program, assessed that the university’s decision has no legal support. “Federal institutions can establish partnerships, but they cannot create quotas for certain groups without a provision in law. This violates the principle of equal access”, he explained. The hearing with Minister Camilo Santana should take place in the next few days. The Ministry of Education has not yet officially commented on the case.
