Ministry reduces analysis time in implementing trade controls and expresses dissatisfaction with the USA
The Chinese Ministry of Commerce announced on Thursday (October 16, 2025) that it will optimize licensing procedures and reduce analysis time in the implementation of . The country is also considering adopting facilitation measures to promote legitimate trade in these materials.
According to He Yongqian, spokesperson for the ministry, the recently implemented export controls represent an effort by the government to improve the regulatory system, and do not target any specific country or region. The controls were created to prevent the illegal use of rare earths, such as in weapons of mass destruction, she said, protecting the country’s national security.
The Chinese government has pre-notified relevant countries and regions before announcing export controls and maintains communication with interested parties about their facilitation. In this sense, He reinforced Beijing’s dissatisfaction and opposition to a series of restrictive measures adopted by the United States.
Among them is the announcement of a new rule that expands export restrictions on “entity-list” (list of restricted entities), in addition to a measure to impose additional port fees on Chinese ships. The spokeswoman said that the measures adopted by Washington are “deliberately creating unnecessary misunderstandings and panic”.
According to the representative, these actions harm the interests of Chinese industries while “they increase domestic inflation in the United States, undermine the competitiveness of North American ports and harm employment in the country”. She further stated that the actions are “taken out of necessity” and which aim to “safeguarding a level playing field in global shipping and shipbuilding markets”.
Even after meetings held in Madrid (Spain) between representatives of China and the United States in mid-September, the North American side introduced 20 measures to suppress the Asian country in just over 20 days.
“It is expected that the North American side will value the achievements of the economic and trade talks and immediately correct its mistaken practices”said the spokeswoman for the Ministry of Commerce.
