The federal government is preparing a decree to update the responsibilities of the Chamber of National Defense of the Government Council, including in its scope topics such as and , in addition to artificial intelligence and biosafety.
The draft to which the column had access indicates that the commission is an advisory body to the President of the Republic — the text in force today does not specify who the advice is provided to. It also foresees new themes, such as and consequences for security and defense and the national mobilization system.
“We seek to update the themes so that they can better reflect the situation in which the Brazilian State is inserted, aligned with the government’s priorities, with an emphasis on those that have a relevant impact on the areas of Foreign Relations and National Defense”, says the draft of the decree.
The composition of the collegiate will gain new members, following the increase in ministries in the Lula government in relation to — the original decree is from June 2019. The proposal increases the number of members from 13 to 18.
Furthermore, it makes it clear that the commanders of the Navy, Army and Air Force will be able to participate in the meetings in an advisory capacity and without the right to vote, as well as the chief of the Joint Chiefs of Staff of the Armed Forces and the director general of the (Brazilian Intelligence Agency). In the current text, there is no such provision.
The explanatory memorandum is signed by General Amaro () and ministers Mauro Vieira (Foreign Affairs) and José Múcio (Defense).
An excerpt says that the “procedural changes are intended to provide greater speed in the implementation of the chamber’s deliberations, expanding its delivery capacity, including administrative issues, based on the attribution of powers to its executive committee, which in the current version does not have such a mandate”.
