Minister Fernando Haddad stated that it is necessary to organize benefit registrations

The Minister of Finance, , said, this Tuesday (21), that the Civil House will forward two projects to Congress to compensate for the Provisional Measure alternative to the increase in the Tax on Financial Operations (). The matters would go to the Legislature this Tuesday, the first would be a review of expenses and the other would be an increase in revenue. “The government’s tendency is that, as there was a lot of controversy surrounding the issue of expenditure and revenue in the same legal diploma, the likely decision of the Civil House will be to deliver two diplomas, two separate PLs, dealing with the matters, so that the opposition does not have the pretext of not voting on what they claim as their agenda”, said Haddad.

The minister stated that it is necessary to organize benefit registrations. According to him, the project that will review expenses could yield more than R$15 billion, and could reach up to R$20 billion.

What’s on the table:

– Stricter rules for granting closed insurance;

– Return of at least part of the increase in the IOF rate;

– Limitation of tax compensations (impact of R$10 billion in 2025 and R$10 billion in 2026);

– Bet taxation (impact of R$1.70 billion in 2026);

– Increase in CSLL for fintechs (impact of R$1.580 billion in 2026).

Haddad also stated that government leaders were willing to attach the text proposed by the government to reports that are ready to be voted on in Congress. Other items can also be included in projects that are already underway. The minister said that the government shares positive indicators with Congress, which approved several measures of interest to the Executive. He stated, however, that he is having “certain” difficulty in Congress, citing at least two defeats this year.

“I share it, the government shares it with Congress, because it approved a series of economic measures that resulted in these indicators. This year, we are having a certain difficulty”, declared Haddad.
