LDO will only be considered from November onwards, says president of the Mixed Commission

The president of the Mixed Budget Committee (CMO) of the National Congress, senator Efraim Filho (União-PB), stated this Tuesday (21), that the 2026 Budget Guidelines Law (LDO) project should be considered from November. The statements took place during the CMO session on Tuesday morning (21). At the time, as Efraim said, the government requested the postponement of the vote that was scheduled for this Tuesday. “We have insisted on warning that the deadlines are becoming absolutely tight so that we can fulfill what is ideal, to vote on the Budget this year, especially because we have already come from a late Budget”, said Efraim. He continued: “The OGU [Orçamento Geral da União] 2025, which was only sanctioned in April, and this brings losses for everyone. It’s bad for the government, it’s bad for Congress and it’s worse for Brazil.”

Afterwards, the president of the CMO said that there is a dialogue between the government and the National Congress to provide “solutions” with the aim of the vote taking place this year. “As part of the almost herculean effort to correct this schedule, we had arrived with the expectation of voting on the LDO in September. It was passed to October. According to the way things are going, it will only be assessed from November onwards. So, this really puts us in a position to look for alternatives and solutions. The focus is not on the problem, the focus is on the solution.”

Congress would consider the LDO in a joint session last Thursday. However, as the text was not considered even in the joint committee, the vote did not take place. The government is trying to convince Congress to approve at least the measures that were not controversial in the Provisional Measure that would reinforce tax collection in 2026, but which ended up being overturned in the Chamber.

Conversation with Tebet

The president of the CMO also stated that there is an attempt to hold a public hearing on the 2026 Budget with the Minister of Planning and Budget, Simone Tebet, in the first week of November. According to the senator, hearing Tebet “is not a prerequisite” for parliamentarians to move forward with the analysis of the LOA. However, there is an attempt to reconcile the collegiate’s agenda with the minister’s availability.

“There was the possibility today of listening to Minister Simone Tebet, which is interesting to do, but it is not a prerequisite for us to move forward with the calendar. So, if it is not possible today, we will try to schedule Minister Simone Tebet to talk about the LOA – she was already here to deal with the LDO – from the first week of November”, declared Efraim Filho.

The parliamentarian added: “We will try to reconcile the agenda with the minister so that this can happen.”
