The Maracanã stadium was included this Wednesday (22) by the CCJ (Constitution and Justice Commission) of the Legislative Assembly of Rio de Janeiro in the list of public assets and properties that can be auctioned to help the state reduce its debt with the Union, around R$ 12.3 billion. The amount needs to be paid in 2026, as provided for in the federal restructuring program.
The inclusion of the Maracanã Complex, which in addition to the stadium includes Aldeia Maracanã, still needs to be voted on in the plenary, where parliamentarians will be able to change the measure with the inclusion or exclusion of locations indicated by the CCJ. In total, there are 62 addresses listed.
The commission’s opinion was based on the report prepared by a working group led by deputy Alexandre Knoploch (PL). Based on the project presented, 16 addresses were excluded from the initial list, which had 48 properties — including the Leblon Military Police Battalion and the Caio Martins Complex. The inclusion of 30 new addresses was then approved, including the Maracanã Complex.
“Initially we removed 12 properties from the list and, after the meeting, we excluded another four. The idea was to meet the demands of all deputies, without ideological distinction, as long as the properties had actually been inspected”, explained Knoploch.
The four properties excluded during the meeting were Caio Martins, at the request of Verônica Lima (PT) and Flávio Serafini (PSOL), in addition to the headquarters of the Federation of Favela Associations of the State of Rio (Faferj), at the request of Élika Takimoto (PT), and two other properties in Niterói, also removed at the request of Serafini — a building of the Institute for Assistance to Servers of the State of Rio (Iaserj) and another where Ciep Municipal Esther Botelho operates, located in the Cantagalo neighborhood.
The 30 addresses that were added to the list were requested by the president of the CCJ, deputy Rodrigo Amorim (União Brasil).
“Currently, the state government pays a fortune for the maintenance of the Maracanã Complex, without a long-term concession. The Executive spends, on average, R$1 million on each match held at the stadium”, stated Amorim.
The proposal now goes to plenary discussion, and all deputies and permanent technical committees will be able to prepare amendments including or excluding new properties.
“It will be an important law and will allow an adequate allocation of these properties, so that we can give the properties a social purpose, as recommended by the Federal Constitution”, said Amorim.
