Government must advance R$ 2 billion in commission amendments – 10/28/2025 – Power

The Lula (PT) government must bring forward R$2 billion in payments for commission amendments that were scheduled for December. The change in schedule occurs at a time when deputies and senators of the budget, in addition to coinciding with government articulations in the National Congress.

With the change, the government will be able to pay up to R$6.6 billion in commission amendments this month. The economic team has already authorized the anticipation, which must still be confirmed in a publication in the Official Gazette of the Union.

The change does not change the total volume of commission amendments that can be paid this year — there are R$11.5 billion authorized in the Budget —, but it allows the government to speed up transfers.

The measure was requested by the SRI (Institutional Relations Secretariat) last Friday (24). Commanded by minister Gleisi Hoffmann (PT-PR), the department is responsible for the government’s dialogue with Congress.

Center leaders had been complaining about the pace of payment for commission amendments, such as the Sheet. Until the middle of last week, the government had disbursed less than R$400 million, less than 5% of the total available. The amount paid has already risen to R$1.3 billion (around 11% of the total), according to data from Monday (27) available on the Federal Budget Panel.

The government has already committed R$5.9 billion to commission amendments. At this stage, the ministries reserve the funds that will later be paid off. Practically all of this resource is for direct transfers to states and municipalities, mainly for the health sector.

In addition to the payment schedule, which provides a ceiling that can be disbursed per month, the pace of execution of commission amendments is related to the amount.

There was a change in the release rules, requiring minutes of committee meetings to approve amendments and indicate the allocation of resources to the Executive.

The commissions have approved lists of amendments that must be committed by the government, including the name of the author of each one. Government members claim that payments are being made as they become available and highlight that the amendments only went to the ministries at the beginning of September.

When asking for the payment schedule for the amendments to be brought forward, the SRI argued that the idea was to “promote a more balanced release of resources”, in addition to ensuring that there would be a financial limit in October for the payment of parliamentary nominations.

The department mentioned that after the Supreme Court defined the criteria for approving these amendments, the commissions began to send suggestions that should be implemented by the government.

“This operational progress has resulted in a significant increase in the volume of requests for resources, reflecting greater dynamism in the execution of commission amendments observed in recent weeks. The tendency is for this growth trajectory to continue in the coming weeks”, states the SRI letter, signed by the executive secretary of the department, Gustavo Lago.

In total, there is R$50.3 billion reserved for parliamentary amendments in the 2025 Budget. In addition to the amendments that are approved by the thematic committees of the Chamber and the Senate, there are also individual nominations, with a quota of R$37.2 million per deputy and R$68.5 million per senator, and from state benches, in which representatives from each state indicate R$528 million. These two modalities are mandatory, that is, the government is obliged to carry out the instructions.
