
The municipalities of Sintra, Abrantes and Óbidos lead, in the large, medium and small categories, respectively, the ranking 2024 performance report prepared in the Municipal Financial Yearbook.
A document prepared by the Accounting and Taxation Research Center of the Polytechnic Institute of Cávado and Ave (CICF/IPCA) was presented this Tuesday, with the support of the Order of Certified Accountants (OCC) and the Court of Auditors (TdC), which reveals the Portuguese cities with the best financial performance.
Os rankings of the Financial Yearbook are prepared based on a score that can go up to 1,900 points, encompassing 10 indicators: liquidity index, ratio between EBITDA (earnings before interest, taxes, depreciation and amortization) and operating income, weight of liabilities required in assets, liabilities per inhabitant, financial coverage rate for expenses incurred in the year, average payment term, degree of execution of the effective leap, total debt index 2021, debt index ‘surplus’ [excedente] and direct taxes per inhabitant.
According to the yearbook, “a total of 222 municipalities scored less than 950 points (less than 50% of the total score)” and “the majority of the remaining municipalities (58 out of 86) scored between 50% and 70% of the total score”.

Of the 100 municipalities with the best classification, “13 are large, 35 are medium-sized and 52 are small”, thus concluding in the yearbook that in the ‘top 100’ list “50% of large-sized municipalities, 36.5% of medium-sized municipalities and 28% of small-sized municipalities are represented”.
“It appears that the Small municipalities are those that have the greatest difficulty in integrating the ranking of the 100 best municipalities, in terms of financial effectiveness and efficiency, a situation justified, essentially, by the low value of their own revenues, particularly those arising from taxes”, can be read in the document.
