Senate Committee approves income tax exemption for those earning up to R$5,000

The project should go to the plenary today; the Presidency of the Republic sent the project to the Chamber in March, but the text was approved by deputies in October

The exemption was analyzed by the Senate’s Economic Affairs Committee (CAE) and was approved in a symbolic vote this Wednesday (5). The urgent request for the text to be voted on today was also approved. The project provides for exemption for those earning up to R$5,000 per month. Furthermore, the text guarantees discounts for those with a monthly income between R$5,000 and R$7,350. To compensate for the loss of revenue, the project, authored by the government, creates a minimum tax for those earning more than R$50,000 per month.

The Minister of Finance, said he hopes the text will be approved this year, so that it can come into force in 2026. The Presidency of the Republic sent the project to the Chamber in March, but the text was approved by deputies in October. Voting in the plenary is the last step before approval by the president.

The text had no changes to the points approved by the Chamber and no amendments were accepted by the rapporteur. “Without the guarantee of a robust agreement that ensures immediate voting and approval of the amendments by the Initiating House, there is a high risk of the project being lost in further discussions and the deadline of December 31 being fatally missed. The final choice, therefore, is not purely technical, but strategic”, says the text.

On October 30, Congress approved the National Congress Bill (PLN) 1/2025, from the Executive, which ends the maximum period of five years for changes to IR.
